RC4(CW)-U/3 - Highway Oriented Commercial-High Medium Residential
The project site is currently zoned RC4(CW)-U/3 and designated for Highway Oriented Commercial-High Medium Residential uses by the Westlake Community Plan. The Applicant proposes to demolish an existing two-story, 10-unit motel with on manager's unit and construct a new, five-story, 28-room hotel with one manager's unit, 150 sq. ft. ground floor retail space and a surface parking lot containing 24 vehicle parking spaces. The building will be 60-feet. in height, with a floor area totaling 10,578 sq. ft. on a lot that is 8,942.5 sq. ft. in size, resulting in a 1.18 Floor Area Ratio (FAR). Less than 1,000 cubic yards of grading is proposed. The subject property currently contains 3 Cycas Revoluta (sago palms) which will be removed as part of the site clearing. The Applicant requests the following discretionary approvals: Specific Plan Amendment to modify parking requirements for hotel uses and to change the Specific Plan zoning of the subject property from RC4(CW) to RC5(CW) in order to redevelop the property and continue the grandfathered hotel use, which is no longer permitted int eh RC4 (CW) Zone; and Project Permit Compliance to permit the demolition of the existing 10-room hotel and the construction of a new mixed-use project within the Central City West Specific Plan - Central Subarea (Witmer/Lucas Residential District).
