Solar Turbines, Inc., Harbor Drive Facility, Class 1* Permit Modification

The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20, prepared an addendum for the approval of a Class 1* Permit Modification ( Permit Modification) pursuant to California Health and Safety Code section 25200 at the Solar Turbines Inc. Harbor Drive Facility (Facility) located at 2200 Pacific Highway in San Diego, CA 92101. The Permit Modification requests to make updates to the Contingency Plan, Facility contact information, other minor text updates in the Part B Permit Application, and to add HydraSleeves™ to the Water Quality Sampling and Analysis Plan (WQSAP). HydraSleeve™ samplers are used for low-flow sampling and collect a representative groundwater sample for most physical and chemical parameters without purging of a well. It collects a groundwater sample from a user-defined interval while limiting mixing fluid from other intervals. There are no proposed ground disturbing activities or operational changes, and continued post closure activities would not impact any aspect of the environment. The addendum to the previously adopted Negative Declaration has been prepared to address activities associated with the Permit Modification. On February 2, 2016, DTSC circulated an Initial Study and Draft Negative Declaration (State Clearinghouse No. 2016021097) for public review and comments for the Interim Measures Work Plan and Post Closure Permit Application for the Facility. After receiving and responding to comments, DTSC approved the Post Closure Permit, adopted the final Negative Declaration, and filed a Notice of Determination with the Governor’s Office of Planning & Research and the State Clearinghouse on May 6, 2016, to document the determination that the Post Closure Permit decision would not have a significant effect on the environment. The Hazardous Waste Post Closure Facility Permit Renewal is currently under review by DTSC and a Notice of Determination will be filed with the State of California Governor’s Office of Land Use and Climate Innovation (formerly known as Office of Planning and Research), State Clearinghouse, upon approval of the Post Closure Permit Renewal. The Post Closure Permit specified conditions to maintain existing structures/cover of seven Hazardous Waste Management Units (HWMUs). These seven HWMUs were closed in 1994 under DTSC's oversight and monitor groundwater conditions in the vicinity of five of the seven HWMUs. Closure of these units included (1) removal of contaminant concentrations remaining in soil to meet background concentrations or acceptable risk-based standards for facility workers; and (2) removal of all equipment and facilities associated with the closed HWMUs. Hazardous waste is no longer managed at these units. The Post Closure Permit required implementation of a groundwater monitoring program which consists of the following elements: •Evaluation Monitoring Program (EMP) to monitor potential changes in water quality due to a release from the former HWMUs. The EMP is utilizing alternate concentration limits approved by the DTSC as the groundwater protection standard (GWPS). •Corrective Action Monitoring Program (CAMP) occurred following interim remedial measure implementation. The objective of the CAMP is to determine the effectiveness of the corrective action program and demonstrate compliance with the GWPS. •The 29 existing monitoring wells will continue to be monitored per the Post Closure Permit. •The structure/cover maintenance of the former seven HWMUs requires annual inspections to identify signs of deterioration that may lead to an environmental or human health hazard. The existing structures/cover will be repaired if signs of deterioration are observed. The Permit Modification is required due to requested updates to the Contingency Plan, Facility contact information, other minor text updates in the Part B Permit Application, and the request to add HydraSleeves™ to the Water Quality Sampling and Analysis Plan (WQSAP). This project would not impact any aspect of the environment and requires no new construction. There are no proposed ground disturbing activities or operational changes, and continued post closure activities would not impact any aspect of the environment. All post closure activities will continue to be consistent with the previously issued Hazardous Waste Post Closure Facility Permit as analyzed in the 2016 Initial Study/Negative Declaration and subsequent CEQA documentation. The Permit Modification would not result in new or substantially more severe significant impacts on the environment.
