Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2015-0270-R1, pursuant to Section 1602 of the Fish and Game Code to Mr. William Walter. The project has six encroachments. The encroachments include three PODs, restoration of a stream channel, restoration of a riparian area surrounding a stream channel, and restoration and stabilization of a gully degraded by a poorly installed culvert. Work for the three PODs will include maintenance and use of the diversion structures. Work on the stream channel restoration will include excavation of a new channel to reconnect the existing channels, installation of check dams to maintain grade and reduce energy, and installation of a rolling dip across an old skid trail to allow reconnection to the historic channel. Work for the riparian restoration will include excavation and re-contouring, placement of check dams in the stream, and erosion control. Work to mitigate erosion from a poorly installed culvert will include installation of a down spot, armoring, runoff realignment off the road, and erosion control by using jute netting, plunging, and covering bare soil with weed free hay.

Reasons for Exemption
The project proposes to mitigate violations in response to unauthorized work. The project will reconnect a stream channel; armor eroded areas, and reduces erosion to the stream. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
