The proposed project consists of the adoption of an Urgency Ordinance that adds a new chapter entitled "Wireless Telecommunications Facilities" to Chapter 18 of Title 12 of the Rancho Palos Verdes Municipal Code that provides uniform and comprehensive regulations and standards, along with permit requirements, for the installation of wireless telecommunications facilities in the public right-of-way.

Pursuant to CEQA Guidelines Section 15061(b)(3) the City has determined with certainty that there is no possibility that this project may have a significant impact on the physical environment. This urgency ordinance is being enacted to bring the City's processing procedures into compliance with existing State and Federal Law. The mere synchronization of these timelines into the City's zoning ordinance is not a "physical condition" that will impact the environment for the purposes of the California Environmental Quality Act (CEQA). Therefore, this project is not subject to CEQA.
