The project is exempt in that it consists of data collection and pilot studies to determine the sources and treatment technologies that will be used to bring the City into compliance with all drinking water regulations. Based on the data collected, the City will accept the recommended improvements and a Programmatic EIR will be prepared covering all of the improvements that will need to be done to bring the City into compliance.
