Eastern Municipal Water District proposes the destruction of an inactive agricultural well located at 303 Idyllwild Drive in the City of San Jacinto, Riverside County, California. The well is located on a parcel that is intended for development and the subject well is in conflict with the proposed development. The proposed well destruction project will meet the minimum destruction requirements for wells in the State of California as outlined in the California Department of Water Resources (CDWR). The proposed project will also comply with well destruction requirements for the county of Riverside.

Agricultural well no. 303 is an existing facility that is in conflict with a proposed development project and is no longer needed. This project meets the criteria for the existing operations for Eastern Municipal Water District under the categorical exemption provided for within CEQA Guidelines §15301. " 15301 Existing Facilities o Class 1 consist of the operation, repair, maintenance, permitting ,leasing, licensing, or minor alterations of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The key consideration is whether the project involves negligible or no expansion of use. Examples include but are not limited to: " Demolition and removal of individual small structures such as: " Accessory (appurtenant) structures.
