Reasons for Exemption
Cal. Code Regs., title 14, section 15303 provides that projects which consist of construction and location of limited numbers of new, small facilities or structures and installation of small new equipment and facilities in small structures are categorically exempt from the provisions of CEQA. This project consists of the installation of small new equipment to allow for increased compressed natural gas (CNG) fueling capacity. Specifically, approximately 24 CNG fueling pumps nearly the size of a gasoline pump will be installed at the school bus parking lot at Huntington Beach Union High School District's Department of Maintenance, Operations, and Transportation. The electrical system will be upgraded, as will gas utilities; safety structures - approximately 17 k-rails, which are 10-foot long by 3-feet high concrete dividers, and approximately 24 bollards, which are 4-foot tall by 6-inch diameter and natural gas compressor, approximately 10' x 10' each, will be installed. Therefore, this project falls within section 15303 and will not have significant effect on the environment.
