Document Description
The proposed project is a Memorandum of Understanding (MOU) between the District and City of Coronado (City) to fund the City's Wayfunding Signage project with funds from the District's 2014-2018 capital Improvement Program budget. The MOU defines the District's review and approval rights during the design and pre-construction phases of the Wayfinding Signage project. The MOU also defines the process for reimbursing the City's design and construction costs for the Wayfinding Signage project for a total not to exceed amount of $200,000. The MOU is expected to be implemented over a three-year period. The Wayfunding Signage project includes the design and installation of wayfinding signs directing pedestrian, motorist, and commercial traffic to significant destinations on District Tidelands and in the city. By creating wayfunding signage that is informative to traffic and pedestrians, the City intends to improve on-Tidelands operations by directing visitors and residents to key attractions, amenities, and features located on, or adjacent to, District Tidelands. The placement and information provided on the wayfinding signage would identify routes for commercial, recreational, residential, visitor, and pedestrian uses promotion routes that are more agreeable to each user group, thus increasing efficiencies. The signs would be installed at various locations both on and off of District Tidelands, including the Coronado Ferry Landing, Coronado Tidelands Park, Coronado Municipal Golf Course, land-slide of Glorietta Bay, and various other locations throughout the City. A total of 20 bicycle signs, 19 vehicle signs, 8 pedestrian signs, and 1 kiosk sign would be installed. The Wayfinding Signage project would also remove approximately 18 existing signs from the locations identified above.

The project is determined to be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15303 (Class 3 - New Construction or conversion of Small Structures) and 15311 (Class 11 - Accessory Structures) because it involves the construction and placement of new, small signs within existing public owned rights-of-way, and in some cases accessory to existing commercial uses or public facilities, in order to provide improved direction for vehicles, bicyclists, and pedestrians within the City.
