Document Description
The proposed project is improvements to the existing Sally's Restaurant (restaurant) outdoor dining space located at Manchester Grand Hyatt in San Diego, California. The existing outdoor dining space includes an upper and lower patio area which is bordered by landscaping that consists of grass lawns, concrete, and 17 Syagrus romanzoffiana (Queen Palm) trees. The proposed project will expand the existing outdoor dining space to incorporate new patio furniture, fire pits, and a new Americans with Disabilities Act (ADA) ramp. Additionally, the proposed project will convert he existing grass lawns to artificial grass, add a new planting bed, and reduce the overall area of the existing landscape. The project will also extend an existing 2-foot-tall wall to incorporate the new outdoor dining space, and install a 4-foot-tall see-through glass windscreen on top of the wall, for a total height of six feet. Although the total square footage of the outdoor dining space will increase as a result of the proposed project, the improvements will not increase the current outdoor dining occupancy load of approximately 152 outdoor dining seats because the new patio furniture will be replacing an equivalent number of existing outdoor dining seats. Work to complete the proposed project will include the following: - Replace existing grass with artificial grass and concrete pavement; - Remove 3 existing Queen Palm Trees; - Install new planters with various non-invasive plant-species (as further described below); - Convert approximately 279 square feet (sf) of the existing landscaping (see below) to hardscape; - Extend existing 2-foot-wall to enclose additional dining space; Install 2 new stair cases and rails for ingress and egress; - Install new ADA Ramp; - Expand the existing outdoor dining space by approximately 279 sf for a total of 4,967 sf; - Install 4-foot-tall see-through glass windscreen on top of wall; and - Replace 20 of the approximately 152 existing outdoor dining seats with 3 dire pits and lounge seating for up to 20 people. The proposed project will include the removal of three existing Queen Palm trees and the addition of new planters that will include the following plant species: Agave "Blue Glow"; Euphorbia milii, Euphorbia tirucalli, Archontophoenix cunninghamiana, Echeveria, Sedum, Fucrea mediopicta alba. These species are not listed as endangered or rare plant species of California in the California Department of Fish and Wildlife's California Natural Diversity Database and these species are not listed as invasive species in the California Invasive Plant Database. Construction of the proposed project is anticipated to commence in early 2016, and take approximately three months to complete. It is anticipated that, at the height of construction, the proposed project will generate up to 18 vehicle and truck trips per day. Vehicle and truck trips are associated with deliveries, transport of construction workers, and hauling of construction demolition debris. Due to its nature and limited scope, construction of the proposed project will generate a minor amount of vehicle and truck trips and will require limited use of construction equipment, such as a skid-steer loader and possibly a mini excavator. Further, the project will not result in impacts. During construction of the proposed project, the adjacent promenade will remain open and accessible to the public at all times. Furthermore, the applicant is responsible for complying with all applicable federal, state, and local laws regulating construction demolition debris, hazards and hazardous materials, noise, and storm water.

The project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guideliens Section 15301(e)(2) (Existing Facilities) and Section 3.a (3) of the District's Guideliens for Compliance with CEQA because the project would involve exterior improvements at an existing commercial recreational (restaurant) facility that would result in a negligible expansion of the existing facility.
