Document Description
The proposed project involves the replacement of three existing concrete piles (piles) at the Coronado Cays Yacht Club (CCYC) member marina and guest dock located at 30 North Caribe Cay Boulevard in the city of Coronado. Currently, three of the existing piles located at the CCYC member marina and guest dock are deteriorated and have begun to crack, which is causing the existing floating docks to become unstable. Two of the deteriorated piles are located the member marina on the western side of the CCYC, and the third pile is located at the guest dock on the northern side of the CCYC. The proposed project would remove the existing deteriorated piles and replace the piles in-kind to improve the structure and stability of the existing docks at the member marina and the guest dock. Overall, the replacement piles would be identical in length, width, and location as the existing piles. Additionally, the proposed project would re-use the existing floating docks and gangways. As such, no increase in overwater coverage would result from implementation of the proposed project. Work to complete the proposed project would include the following: - Removal of two existing 14-inch-wide square concrete piles from the CCYC member marina; one measuring approximately 39-feet-long and one measuring approximately 35-feet-long; - Installation of two new 14-inch-wide square concrete piles at the CCYC member marina, one measuring approximately 35-foot-long by 12-inch-wide square concrete pile at the CCYC guest dock; and, - Installation of one new approximately 35-foot-long by 12-inch-wide square concrete pile at the CCYC guest dock. The proposed project would utilize the jetting method to remove and replace the three existing piles. Therefore, no pile driving is proposed as part of this project. A pre-construction eelgrass and Caulerpa taxifolia survey conducted by Ecomarine Consulting on October, 11, 2015, determined that neither eelgrass no Caulerpa occur within the project area. The proposed project includes the following best management practices (BMPs) to promote continued healthy life cycles of marine habitats and maintain clear navigational channels for boaters: - Utilizing a boom around the project site to capture any debris during removal and installation of the piles; and - Utilizing a silt/turbidity curtain during removal and installation of the piles. It is anticipated that construction of the proposed project would being in early 2016 and have a total construction period of approximately one week. It is anticipated, that at the height of construction, the proposed project would generate an average of approximately four vehicle trips per day. Vehicle trips would be associated with deliveries, transport of construction workers, and hauling of construction demolition debris. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of construction equipment, such as a crane and barge. Therefore, no impacts would occur. Furthermore, the applicant is responsible for complying with all applicable federal, state, and local laws regulating construction demolition debris, hazards and hazardous materials, noise, and storm water. Finally, the applicant is in the process of or has obtained the following approvals and/or permits: Army Corps of Engineers permit and Clean Water Act Section 401 Certification.
