Document Description
The proposed project is the installation of a 112 Kilowatt (kW) photovoltaic system of an existing metal roofing canopy (canopy) located on the B Street Cruise Ship Terminal (terminal) in San Diego, California. The proposed project would install approximately 576 solar photovoltaic modules utilizing a stationary racking system in eight-sub trays. The modules would be installed along the southern portion of the terminal on the existing canopy. Installation of the photovoltaic system would help reduce emissions and costs associated with energy production and consumption. No site or ground improvements are included as part of the proposed project. Work to complete the proposed project would include the following:
- Install standing seam roof clamps and three inch L-foot brackets on the canopy for module mounting;
- Install 576, 260 Watt modules in eight sub-arrays;
- Install hardware, software, conduit, and cabling for data acquisition system
- Install system connection not existing electrical meters and existing main distribution pane;
- Install eight 14kW inverters at each of the eight sub-arrays;
- Install eight combiners to feed into the eight inverters; and,
- Install grounding systems for all module frames.
In addition, the proposed project would include an interconnection agreement for net metering with San Diego Gas and Electric which would connect the new 112kW photovoltaic system to the existing electrical service of the terminal.
Construction of the proposed project is anticipated to commence in February 2016 and take approximately four months to complete. It is anticipated that, at the height of construction, the proposed project would generate an average of approximately 22 vehicle and truck trips per day. Vehicle and truck trips would be associated with deliveries, transport of construction workers, and hauling of debris. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle and truck trips and would require limited use of construction equipment, such as a forklift and boom lift. Therefore, no impacts would occur. During construction of the proposed project, all materials associated with the project would be stored inside the terminal. Furthermore, the applicant would be responsible for complying with all applicable federal, state, and local laws regulating construction demolition debris, noise, and stormwater.

The project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Gudeliens Sections 15301 (Existing Facilities) and/or 1530 (New Construction or Conversion of Small Structures) and Sections 3.a. (3) and/or 3.c. (3) of the District's Guidelines for Compliance with CEQA because the project proposes installation of a photovoltaic system on an existing canopy that would involve no expansion of use beyond that previously existing and would have no permanent effects on the environment.
