Document Description
Bard Water District proposes to enter into a two-year Pilot Program with the Metropolitan Water District of Southern California (Metropolitan). The PIlot Program would entail the temporary, seasonal (April through July), voluntary fallowing of farmland within the Bard Unit. Farmland would be fallowed by landowner/leaseholders within the Bard Unit who would voluntarily enter into agreements with Metropolitan and/or Bard Water District, under which Metropolitan would montarily compensate those voluntary participants for temporarily fallowing farmland. An amount of Colorado River water equal to the amount saved by this temproary, seasonal fallowing would be diverted into the Colorado River Aqueduct by Metropolitan.

Reasons for Exemption
The proposed project involves a study along with minor modifications of existing private and public facilties, along with minor modifications in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. These activities would result in negligible or no expansion of use and no possiblility of significantly impacting the physical environment. In addition, the proposed project will consist of basic data collection and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. This may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded. In addition, the project is also exempt under the general rule that CEQA applies only to projects with the potential for causing significant effects.
