The Specific Plan provides an overall vision for future development and redevelopment within the Plan Area. The Specific Plan Area encompasses approx. 1,860 acres. Approx. 640 acres of unincorporated County land would be annexed in the Specific Plan. The project also includes annexation of three additional existing unincorporated islands in southwestern Santa Rosa; West Third Street Annexation Area, approx. 22.7 acres; Brittain Lane Annexation Area, approx. 17 acres; and West Heam Avenue Annexation Area approx. 33.8 acres. These areas encompass approx. 73.5 acres.
