Document Description
The Roseland Area/Sebastopol Road Specific Plan provides an overall vision for future development and redevelopment within the Plan Area. The Specific Plan provides a land use diagram, circulation plan, and infrastructure improvement plan, as well as goals and policies to guide future development. The proposed land uses in the Specific Plan area are generally consistent with land uses assumed in the Santa Rosa General Plan. The proposed land use diagram would accommodate residential uses of various types at a range of densities, as well as office, retail, institutional, and industrial uses. The Specific Plan Area encompasses approx. 1,860 acres. Approx. 640 acres of unincorporated County land would be annexed in the Specific Plan are.
The project also includes annexation of three additional existing unincorporated islands in southwestern Santa Rosa West Third Street Annexation Area, approx. 22.7 acres; Brittain Lane Annexation Area, approx. 17 acres; and West Hearn Avenue Annexation Area approx. 33.8 acres. These areas encompass approx. 73.5 acres.
