The project is multi-faceted in that it intends to achieve a number of objectives, as follows: consolidate the two previously approved surface mining operations into a single permit; consolidate the two previously approved reclamation plans into a single reclamation plan; authorize the unapproved mining operation associated with the 17-acre property in the westernmost area of the project site and include in the overall permit; incorporate the unapproved mining operation associated with the 17-acre property into the overall reclamation plan; amend the general plan land use designation for the 17-acre property from Low Density Residential to Industrial Mining Resources; change the zoning district for the 17-acre property from Low Density Residential to Industrial-Mineral Resources
