Document Description
The First Amended Agreement for the Sale of Water between the Sonoma County Water Agency and the City of Healdsburg (Amended Agreement) revises and supersedes the 1992 Agreement under which the Water Agency authorized City to divert and re-divert water from the Russian River and Dry Creek under Water Agency's Permits 12947A, 12949, 12950 and 16596. The revisions include: adding reporting requirements for water use; updating language pertaining to revenue bonds that have been paid off; funding mechanisms to assist the Water Agency with meeting its obligations under the federal Endangered Species Act and other environmental laws and to develop fishery mitigation, enhancement, and environmental compliance activities and projects; and funding mechanisms and changes to language governing allocations during periods of shortage to encourage the development of water conservation programs. The Amended Agreement does not authorize expansion of existing water use.

Reasons for Exemption
The activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, because it does not change the entitlements of any water contractor or customer, or result in any increases in Water agency water deliveries,or permit the Water Agency to construct any new facilities for water delivery, but rather consists of technical amendments and the creation of funding mechanisms that do not involve any commitment to specific projects.
