Document Description
The purpose of this project is to install and operate new compressed natural gas (CNG) fueling equipment at Fontana Unified School District's (FUSD) existing CNG station. The new equipment is necessary to accommodate expected increases in the number of CNG buses in the FUSD fleet, and to supplement existing compressors which are currently operating beyond designed limits to meet required throughout. This project will provide positive environmental benefits to areas served by FUSD's CNG bus fleet through reduced vehicular emissions.

Reasons for Exemption
Cal. Code Regs., tit. 14, sec. 15301 provides that projects which consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, and which involve negligible or no expansion of use beyond that existing at the time of the lead agency's determination, are categorically exempt from the provisions of the California Environmental Quality Act. This project involves installation of functional, state-of-the-art compressed natural gas (CNG) equipment, including a compressor, at an existing CNG fueling station. The equipment to be installed will be located on the same site and will have the same purpose as the existing facility. The new equipment performs substantially the same function as already-existing equipment and will not significantly expand the use of the facility beyond that already existing. Therefore, the project falls within section 15301 and will not have a significant effect on the environment. Cal. Code Regs., tit. 14, sec. 15303 provides that projects which consist of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure, are categorically exempt from the provisions of the California Environmental Quality Act. This project consists of the installation of a small new equipment to supplement existing compressors and allow for the planned expansion of the number of CNG vehicles in the recipient's fleet. The equipment to be installed is approximately 200 square feet. Therefore, the project falls within section 15303 and will not have a significant effect on the environment.
