Document Description
Buildings 042 (Sedimentation Building Number 2) and 230 (Secondary Sedimentation Tanks) are located on the west side of Evans Avenue between Rankin and Phelps Streets inside the SEWPCP concrete masonry unit (CMU) perimeter wall. Equipment deficiencies and odor control issues have been identified in these facilities. Due to deterioration caused by the corrosive environment, the tank covers, identified in these facilities. Due to deterioration caused by the corrosive environment, the tank covers, handrails and ductwork requires replacement. The odor control system that serves building would also be replaced. Building 230 is made up of a total of 16 cylindrical concrete tanks in four rows. Due to corrosion the mechanism inside the Secondary Sedimentation Tanks (Clarifiers) including the sctuion header, influent well, center column, sludge manifold, scum box, scum skimmer, drive box and access bridge would be demolished and replaced in eight (1,2,4,5,6,11,12,15 and 16) of 16 tanks. Cracks in the concrete walls of the tanks and effluent launder and corroded steel reinforcing bars would also be repaired. The other eight clarifiers would be evaluated under a subsequent contract and similar repairs and equipment replacement would be completed at a later date. Because the SEWPCP has very limited space for construction staging, construction management and construction worker parking, the SFPUC will make available a portion of the property at 398 Quint Street (aka 1700V Evans Avenue). Approximately 7/10 of an acre- of the Quint Street property at 398 Quint Street property would be used for contractor's staging, laydown and parking area for the Primary and Secondary Clarifiers Upgrade project.

This project in its approved form has been determine to be exempt from environmental review in order to restore and maintain the existing wastewater treatment facilities at the Southeast Water Pollution Control Plant in good working order to serve the eastern half of the City of San Francisco and to qualify the proposed project for a low-interest loan under the State Water Resources Control Board State Revolving Fund (SRF) Loan Program.
