Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Chapter 6.5 Cal. Code Regs., Title 22, section 66270.61, has issued an Emergency Permit to the Inland Star Distribution Center (Inland Star) to treat hazardous waste by chemical stabilization. The hazardous waste described above is expired and is currently being stored inside a storage area at Inland Star. Because Inland Star does not have a permit for the treatment of the hazardous waste, DTSC has determined that as a safety precaution to prevent an accident or severe injury, an Emergency Permit should be issued to chemically stabilize the hazardous waste prior to transportation off-site by Clean Harbors Environmental services (CHES). CHES personnel are tentatively scheduled to arrive at the facility sometime from December 15, 2015 until December 29, 2015 to conduct the treatment operation, in an exclusion zone set up and maintained at the location outside the building (see Section 2.0 of the Permit application). Only reactive materials technicians from CHES will be allowed in the exclusion zone. Movement, preparation, and treatment of the items will be in accordance with established standards. A follow up report will be submitted to DTSC by Inland Star. The report shall include certification that the treatment area has been cleared of all residual hazardous waste generated from this emergency treatment, and that all generated waste has been properly disposed.
