Document Description
The project consists of the replacement of two (2) existing 6-foot diameter reinforced concrete pipes (RCP) and replacement of two (2) existing manually operated sluice gates (8-foot wide by 8-foot high) on the Lower Otay Auxiliary Spillway to allow emergency drawdown of the reservoir (10% drawdown by elevation within ten (10) days) as required by California Water Resources Department, Division for the Safety of Dams (DOSD). This project would not result in impacts to sensitive vegetation as it is planned to utilize a barge during the construction activities for access to the construction activities for access to the construction site from an existing loading dock. No impacts to archaeological or paleontological resources would result from this activity.

Reasons for Exemption
The City of San Diego conducted an Initial Study which determined that since the project will utilize the barge to access the construction site, the action would not result in impacts to any resources. Furthermore the project meets the criteria set forth in CEQA Section 15302 which allows for the replacement and reconstruction of existing structures where the new structure will be located on the same site, and where the exceptions listed in CEQA Section 15300.2 would not apply.
