Document Description
The California department of Toxic Substances Control pursuant to authority granted under Chapter 6.5, California Code of Regulations, Title 22, Section 66270.61 has issued an Emergency Permit to Fresno County of Public Health to remove, transport, and treat hazardous waste. The hazardous waste to be treated consists of: 100 grams of 2-4-dinitrophenylhydrazine and 25 grams of nitroguandine. It has been determined that these items are or may be highly reactive and/or explosive and must be safely transported to be treated offsite. The items are currently being stored in the public health lab which is in the basement of a public building located at 1221 Fulton Mall, Fresno, CA 93721. The chemicals are a potential safety hazard and present an unacceptable risk for continued storage. Fresno County Department of Public Health does not have a permit for the treatment of the hazardous waste; therefore DTSC has determined that as a safety precaution to prevent an accident or severe injury, an emergency permit should be issued for Fresno County Sheriff's Department Explosive Ordnance disposal (EOD) unit to remove, transport and treat the hazardous waste.
