The project site is in the jurisdiction of Tulare County but is not located within an Urban Development Boundary. The project site is zoned AE-20 (Exclusive Ag-20 acre min), which allows surface mining with the approval of a surface mining permit and reclamation plan. A portion of the project site currently supports agricultural grazing, and the disturbed project site areas are proposed to be reclaimed for grazing and agriculture uses in the future, pursuant to the Reclamation Plan.
