Sacramento LAFCo and Elk Grove are co-lead agencies for a Sphere of Influence amendment, development of a Multi-Sport Park Complex, prezoning, and reorganization of special utility districts. The City of Elk Grove would be the lead agency for a General Plan amendment, prezoning, and design review of the sports complex. LAFCo would be the lead agency for the Sphere of Influence amendment, annexation, and reorganization of affected special districts.
