- The Capital SouthEast Connector Joint Powers Authority (Connector JPA) proposes to reconstruct White Rock Road on a new alignment as a four lane expressway with a center earth median between Prairie City Road and Latrobe Road and an adjacent Class 1 bike/pedestrian trail on the north side of the alignment, between Prairie City Road and Carson Crossing Road. The Capital SouthEast Connector Project D3/E1 Segment is located in the City of Folsom, Sacramento County, and El Dorado County, CA. The project site is located along White Rock Road from about the intersection of White Rock Road and Prairie City Road in Sacramento County to approximately the intersection of White Rock Road and Latrobe Road in El Dorado County. The project would improve sight distance and is intended to enhance safety and improve operations and maintenance.
