The proposed project would construct a wastewater treatment plant and related administration facilities in the City of Highland to treat wastewater generated within the East Valley Water District (EVWD) service area, which entirely within the Valley district service area. Currently, pursuant to an agreement, EVWD conveys that wastewater to the city of San Bernardino for secondary treatment at the Rapid Infiltration and Extraction (RIX) facility and discharge to the Santa Ana River.
