The Climate Action Plan would include a range of regional and local measures to reduce GHG. The GHG reduction element of the CAP involves an assessment of GHG-reduction strategies, engaging of the public in planning efforts, and creation of a framework to maintain reductions in the future. The CAP would evaluate whether each measure should be implemented through regional approaches, incentive-based voluntary approaches, flexible performance-based measures, or through new local mandates.
