- Crossing #1, the Oakland Inner Harbor Pipeline Crossing (Project), originally identified as the Estuary Park Marina Village Crossing in the Alameda-North Bay Farm Island Pipeline Crossings Environmental Impact Report (EIR) is a project element in the EIR, which was certified in December 2016. During detailed design for the Project, geotechnical investigations discovered buried piles that would make the proposed alignment for Crossing #1 presented in the certified EIR infeasible. Therefore changes to the design were proposed, including a deeper and longer installation of the horizontal directionally drilled (HDD) pipeline and relocation of the HDD pits. (See attached Revised Project Summary Map.) In accordance with the California Environmental Quality Act, EBMUD completed an Addendum to the EIR to address environmental impacts from the design changes. An evaluation was conducted and it was determined that the changes do not result in new significant impacts or cause an increase in the severity of previously identified impacts as presented in the certified EIR. EBMUD will implement the same mitigation measures for the design changes that are presented in the EIR. No further environmental documentation is required.
