The project would extract 12.5 million tons of sand and gravel over a 12-year period from a 228-acre mining footprint to a depth between 35 and 41 ft below existing ground surface in the El Monte Valley that includes the San Diego River channel. Reclamation and revegetation would begin in year 4 and end in year 16 of the project and restore the site to an ultimate use of protected habitat including recreational trails. A statement of reasons to extinguish access to mineral resources below the proposed mining depth has been prepared.
