The Draft EIR for the City's General Plan update was previously transmitted for a 45-day public review period ending October 3, 2016. In the City's review of the transmitted documents, City staff noticed that Table 25.18-2 "Downtown District Development Standards" contained in Technical appendix 3.0-2 "One Eleven Development Code" overstated land use intensities along hte hwy 111 corridor. Minor grammatical errors on pages 19, 27, and 28 of the appendix have also been corrected.
The general plan update focuses on key areas of the City, including the HWY 111 corridor/city center and the University Neighborhood Specific plan that provides design guidance for the areas around the Cal State University campus. The project includes goals and policies that provide the City with tools to seek pedestrian oriented development patterns to diversify the city's existing primarily automobile oriented development patterns and realize both a true city center and a vibrant university campus area. The planning horizon is 25 years and both the general plan and the university neighborhood specific plan are designed to enable the city to keep them current and responsive to changing technologies and development patterns. In addition to the university neighborhood specific plan, the city is adopting the One Eleven zoning development code that will implement the vision for the HWY 111 corridor/city center. This is a comprehensive update that will replace the existing general plan with the exception of the housing element. The city's housing element is current, has been certified by the state, and is not included as a part of this update.
