Document Description
DTSC proposes to approve a Removal Action Workplan pursuant to Health and Safety Code, Chapter 6.8 for chemical neutralization of contaminated groundwater, excavation and removal of contaminated soil and backfilling with clean fill. The estimated total removal volume is 1,700 cubic yards, or approximately 115 truckloads. After all of the contaminated soil is excavated, the excavation will be backfilled with approximately 1,700 cubic yards of clean imported fill material trucked to the site. In addition, upon completion of the RAW, DTSC and the landowner (Pacific Galvanizing) will enter into a Land Use Covenant (LUC) to prohibit well installation and all groundwater use until groundwater cleanup goals have been attained.
Specific environmental safeguards and monitoring procedures that are enforceable and have been made a condition of project approval are included in the approved Removal Action Workplan to ensure that impacts to the environment will be less than significant (e.g., site health and safety plan, groundwater monitoring, air quality and greenhouse gas emissions management). Traffic would access I-880 Nimitz Freeway a short distance from the site and the cleanup will be staged over the course of a year in order to minimize disturbance to the existing operations, so that traffic impacts are not expected. Therefore, DTSC finds that the project is exempt from further environmental review under CEQA.
