The action falls under the Department List of Exempt activities according to CEQA 15300.4 AS:
- Construction or placement of minor structure accessory to... existing facilities (Class 11, Sec 15311); and
- Activities affecting historic resources consistent with the secretary of the interior's standards for the treatment of historic properties (Class 31, Sec 15331)
