The lead agency has determined, pursuant to section 15061(b)(3) of the CEQA Guidelines, that there is no possibility that the activity in question may have a significant effect on the environment. Since the Renewal Documents are replacing the coal-fired facility with a natural gas facility with a smaller emissions profile, the Renewal Documents should be exempt from CEQA.
