CDFW has re-issued Incidental Take Permit No. 2081-2014-025-04, pursuant to section 2081 subdivision (b) of the Fish and Game Code (see Cal. Code Regs., tit. 14 Sec 783.2) to Pacific Gas and Electric Company to incidentally take California tiger salamander which is listed as threatened under the California Endangered Species Act (CESA; Fish & G Code 2050 et seq.; see Cal. Code Regs., tit. 14, Sec 670.5, subd. (b)(3)(G)). The project includes the replacement of approximately 850 ft of the 10-in diameter Gas Pipeline 181-B with a thicker steel pipe via open trench in order to improve and reinforce the stability, safety, and reliability of the gas transmission line across the San Andreas Fault Rift Zone. The total project area is approximately 2.14 acres including the pipeline trenching area and two staging areas within farmland, residential landscaping, annual grassland, coast oak woodland, and an ephemeral stream channel with associated riparian habitat. Access to the secondary staging area at the top of the hill is via an approximately 3,150-ft long existing road through the Granite Rock Quarry property located approximately 0.5 mile northwest of the Project area. Project activities are expected to last approximately three months. .

Resources Code, 21080, subd. (b)(4). "Emergency' is defined as "[a] sudden, unexpected occurrence, involving a clear and imminent danger, demanding immediate action to prevent or mitigate loss of, or damage to, life, health, property, or essential public services." (Pub. Resources Code, 21060.3). This project involves replacing 850 feet of gas pipeline with thicker steel in order to improve and reinforce the stability, safety, and reliability of the gas transmission line 181B across the San Andreas Fault ensuring it can withstand an earthquake.
