Note: Review Per Lead The proposed project consists of amending Rule 1110.2, which would provide a facility operator relief from the emissions requirements specified in Table III-B of Rule 1110.2, provided the facility has submitted a plan, approved by the Executive Officer, that commits the operator of this facility to inactivate permits and shut down and disable all equipment subject to Rule 1110.2 by October 1, 2022 in specified ways. PAR 1110.2 would affect only one facility, MM PRIMA DESECHA ENERGY, LLC, which is located at 32250 La Pata Ave., San Juan Capistrano, CA 92675. The proposed project is a modification of a recent project (Final SEA for PAR 1110.2, certified on Dec. 4, 2015), and this analysis considers only the incremental effects of the currently proposed project. Therefore, this Draft SEA focuses on air quality and greenhouse gases as areas that may be adversely affected by the proposed project, as the proposed amendments do not affect any other environmental topic areas.
