On Junuary 17, 2014, Governor Brown issued a drought emergency proclamation following three dry years in California. On July 15, 2014, the State Water Resources Control Board adopted emergency regulations that require certain water supplier, such as the Running Springs Water District ("the District"), to limit outdoor irrigation.
