Document Description
The proposed project is a temporary use permit (TUP) for the installation of temporary advertising on three outer wall surfaces of the parking structure adjacent to the Hilton San Diego Bayfront - the north wall facing Petco Park, the west wall facing the San Diego Convention Center, and the elevator tower angled towards the intersection of Park Boulevard and Harbor Drive. The area proposed for use under this TUP will be used only and exclusively for the purpose of display advertising and for no other purpose whatsoever without the prior written consent of the Executive Director of District in each instance. On the north wall, the advertising would cover an area of approximately 4,125 square feet (sf) (165 feet wide x 25 feet height). On the east wall, the advertising would cover an area of approximately 6,480 sf (180 feet wide x 36 feet height). On the elevator tower, the advertising would cover an area of approximately 1,495 sf (23 feet wide x 35 feet height). The advertising would be similar to a building wrap and would not include any lighting or electrical needs. The TUP is anticipated to commence on June 1, 2015 and terminate on August 9, 2015 for a total period of 70 days. Installation would be complete within approximately two days, with the advertising in place from July 1-30, 2015. The purpose of the June 1-30 period will be to prepare for the installation (i.e., order materials). Removal will be completed between July 31 and August 9. Both installation and removal will require use of a bloom lift.

(3) and (5) of the District's Guidelines for Compliance with CEQA because the project proposes installation of a temporary advertising signage that would have not permanent effects on the environment.
