Caltrans proposes to repave a section of Highway 139 with a three (3) layer pavement system consisting of a leveling course, an asphalt rubber chip seal, and Hot Mix Asphalt (HMA). Construction activities would take place within Caltrans existing right of way, and would be limited to the existing roadbed hinge points.
