Document Description
The Port of Oakland (Port) Roundhouse Area Improvements Project reconfigures the Port's existing approx. 37-acre former Union Pacific (UP) Roundhouse area and adjacent 5-acre former Sherex Chemical property, along with adjacent access driveways and rail (collectively referred to herein as "the Roundhouse Area" or "the Project site") to improve the utilization of the site to better support the Port's maritime business. The site has most recently been used for public and private drayage truck and equipment parking. The Project consists of construction, leasing, operation and maintenance of a rail-served grain transloading operation (grain terminal) on approx. 15 acres at the project site, including construction of two temporary grain handling buildings, installation of utilities, new and upgraded railroad track with switches and related equipment, access driveway, and grain unloading and loading equipment, including an uploading pit and grain elevator. Ancillary structures, gates, fences, and similar support structures will also be built. Other potential uses evaluated for the project site include other bulk cargo transloading facilities, warehousing, truck parking, cargo and equipment storage and expansion of the adjacent marine terminal. Such projects would include related construction, leasing, operations and maintenance, and impacts would not exceed those of the proposed grain terminal. Dedicated parking for Union Pacific Railroad (5.9 acres) will remain on the site as a suitable location. The former UP Roundhouse area is subject to a Covenant and Environmental Restriction on Property (deed restriction) and an associated Revised Site Management Plan (SMP); compliance with the SMP is required for all development, operations, and maintenance. In addition, standard Port construction best management practices are integral to activities at the Project site. The current proposed project is to lease the Project site to expand the adjacent marine terminal activities into the property. Expansion of the terminal may require minor construction, such as minor utility improvements, moving fences, restriping pavement and providing modular buildings for on-site offices and security.
