Document Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (# 1600-2014-0255-R5) to the Project applicant, Tim Gaasch, City of Santa Barbara Public Works. The Project proposes to replace a structurally deficient existing 60-foot long by 26-foot wide vehicle bridge with a 56-foot long by 37-foot wide span bridge. The existing bridge is too narrow to accommodate increased channel width that will occur with the Lower Mission Creek Flood Control Project (LMCFCP) which is currently in construction. The MLCFCP is widening the entire lower portion of the channel to accommodate a 25-year event. The new bridge will consist of cast-in-steel shells which support reinforced concrete pile caps, which in turn support the bridge abutments, supporting the bridge deck. The piles require piling driving, the abutment and the wing-walls will be cast-in-place, the deck will be pre-cast, and the utility lines will be relocated. There will be wing-walls to connect the natural banks. The channel bottom is natural at this location, with natural banks upstream and the downstream east bank. The bottom of the channel shall remain a natural substrate or replaced with engineered streambed material, which is suitable for fish migration. Water diversion consists of two upstream coffer dams, with two 24-inch PVC pipes allowing water to flow past the Project site and back into the channel. No surface flows shall be diverted using a pump. This bridge is located within an urban residential area.
