The Proposed Project is a comprehensive modernization program designed to facilitate management of San Francisco's solid waste stream and is aimed at achieving the 2020 "Zero Waste" goals established by the San Francisco Commission on the Environment in 2002. The term "Zero Waste" means that no associated material is sent to a landfill or incinerated (San Francisco Department of the Environment, 2003). The Proposed Project includes construction and operation of new, modern resource recovery facilities within an expanded footprint at Recology's existing Tunnel Avenue Facility, consolidation of all Pier 96 Facility operations to the Tunnel Avenue Facility, decommissioning of the Pier 96 Facility, and consolidation of the 7th Street Facility operations to the Tunnel Avenue Facility.
