Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement (1600-2019-0136-R6), pursuant to Fish and Game Code section 1602, to the project Applicant, City of Banning. The Project is limited to the following impacts, for the development of an approximately 833-acre master-planned community, including a mixture of residential, commercial, open space, and recreational areas. The Project site includes approximately 73 acres of CDFW jurisdictional resources, primarily Pershing Creek and Smith Creek, in addition to a portion of Montgomery Creek. Approximately 2,400 linear feet (0.44-acres) of Montgomery Creek will be permanently impacted with fill including native soil and concrete infrastructure for storm drainage; temporary impacts to 1,400 linear feet (0.24-acres) to Montgomery Creek through realignment and restoration; Drainage Feature A will have a portion directly impacted and filled, and a portion temporarily impacted through enhancement activities; Drainage Feature B will have a portion permanently impacted through development of streambed protection improvements; Drainage Feature C will have a portion directly impacted through development of streambed protection improvements; Drainage Feature D will be directly impacted through development of community development and infrastructure; Drainage Feature E will have a portion directly impacted through development of proposed community development and infrastructure, storm drain outlets, and streambed protection, a portion will be temporarily impacted through enhancement activities; Drainage Feature F will be directly impacted through development of streambank protections; Drainage Feature G will be directly impacted through development of streambank protections; Drainage Feature H will be directly impacted through the construction of infrastructure, detention basins, storm drain infrastructure, and streambank protection, a portion will additionally be temporarily impacted through development and infrastructure; Drainage Feature J will be directly impacted during construction of infrastructure and streambank protection, a portion will be temporarily impacted by community development and infrastructure.
