Document Description
The proposed project involves the construction of a 95,900-square-foot affordable senior residential/commercial mixed use development. The project proposes the development of 44,315 square feet of residential units, 3,000 square feet of commercial retail, a 27,845 square foot parking garage, and 20,740 square feet of open space. The project would be comprised of a total of 65 senior housing units, consisting of 58 one-bedroom units, and 7 two-bedroom units. The proposed senior housing are variable in dimension by plan type, with a minimum density of 54 dwelling units per acre. The commercial retail would encompass approximately 3,000 square feet and the parking garage would include 67 parking spaces. The project would also feature approximately 15,150 square feet of common areas that would include a community space (a community room, community gardens, outdoor seating, and theater area), podium gardens, and park area, and approximately 5,590 square feet of private open space. The project site is not listed on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. The project requests adoption of the Sepulveda and Panama Specific Plan, an amendment to the General Plan Land Use Map to re-designate the Site from "Mixed-Use - Residential" to "Urban Residential" and a Zone Change from "Mixed-Use - Sepulveda and Panama Specific Plan" to support the development of the Sepulveda and Panama Specific Plan. This Notice of Determination is filed pursuant to Public Resources Code 21166 for purposes of the second reading of General Plan Amendment No. 13-15 and Zone Change No. 173-15 only and in reliance on the City Council's prior certification of the Mitigated Negative Declaration and approval of the Project on the merits (an NOD for which was previously posted by the County Clerk on June 4, 2015). There have been no substantial changes in the Project or circumstances surrounding the Project warranting the need for any additional environmental review of the zone amendment. The second reading for the proposed project involves approvals related to the Ordinance for the General Plan Amendment and Zone Change.
