The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Chapter 6.8, Division 20, sections 25323.1 and 25356.1 pursuant to the Health and Safety Code (H&SC) has approved a Removal Action Workplan at the Courtaulds Aerospace Site (Site). The purpose of the project is to remediate soil contaminated by metal recovery operations that occurred across the street at the former Mobile Smelting facility. The selected remedial alternative consists of the consolidation and capping of dioxin and metal impacted soil. Contaminated material will be placed in an on-site consolidation cell. A Land Use Covenant (LUC) will place use restrictions on the Site because dioxins and metals will continue to exist on those properties above levels acceptable for unrestricted use of the properties. These restrictions will allow a wide range of future uses for those portions of the properties that are not adjacent to the consolidation cell. The alternative also includes implementation of annual inspections to verify the integrity of the consolidation cell, maintenance of the cap, and compliance with the LUCs.
