Document Description
The project proposes a mixed-use development with 357 market rate apartment units and 32,000 sf of commercial space on a 5.5-acre site located at the northwest corner of the Carson Street/Avalon Blvd intersection. The project would include two separate structures: the "Podium" (a five-story building to be located on the eastern portion of the Avalon Boulevard and Carson Street intersection), and the "Wrap" (a four-story building fronting Carson Street in the western portion of the site). The "Podium" would consist of a one level of subterranean parking garage, two above ground garage levels, ground floor retail and restaurant uses, and 221 residential units. The "Wrap" would exclusively consist of 136 residential units within four stories wrapped around a residential parking garage. The project site is listed on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. The project requests adoption of the Avalon Specific Plan, an amendment to the General Plan Land Use Map to re-designate the Site from "Regional Commercial" and "Mixed-Use Residential," to "Urban Residential", and an amendment to the City's Zoning Map to establish a uniform Avalon Specific Plan zoning designation across the entire site. This NOD is filed pursuant to Public Resources Code 21166 for purposes of the second reading of General Plan Amendment No. 95-14 and Zone Change No. 172-14 only and in reliance on the City Council's prior certification of the MND and approval of the Project on the merits (an NOD for which previously posted by the County Clerk on June 17, 2015). There have been no substantial changes in the Project or circumstances surrounding the Project warranting the need for any additional environmental review of the zone amendment. The second reading for the proposed project involves approval related to the Ordinances for the General Plan Amendment and Zone Change.
