Project consists of the following components: expand Northstar Community Services District (NCSD) sphere of influence and service area boundary to include all lands within PCWA Zone. 4; have NCSD annex these lands through the Local Agency Formation Commission of Placer county; transfer all PCWA Zone No. 4 assets to NCSD; transfer water service for all PCWA Zone No. 4 customers from PCWA to NCSD; reassign all current Facility Agreements for development within Zone No. 4 from PCWA to NCSD; and dissolve PCWA service area Zone No. 4.
