The City of San Mateo collects, and treats wastewater for the citizens of San Mateo and provides wastewater treatment for surrounding communities, Inc. Foster City/Estero Municipal Improvements District, Town of Hillsborough, Crystal Springs County Sanitation District, and a portion of San Mateo County. The City of San Mateo is initiating the Clean Water Program, a series of projects to upgrade and increase the capacity of its collection system and wastewater treatment plant to address peak wet weather flows and meet current and future regulatory requirements. Two program alternatives are evaluated in the Draft Programmatic EIR: In-System Storage Program and Full Conveyance Program.
