Document Description
This proposed project involves the reactivation and expansion of the existing vested mine, referred to as the Lynx Cat Mountain Quarry, to extract rock, aggregate, sand, and gravel in support of the nearby construction and realignment of Highway 58 between the unincorporated community of Hinkley and Barstow. The Project will increase the area of the mine by 23 acres from the existing 25 acres for a total of 48.2 acres on private land. On the site, 5.5 acres is an existing quarry and 10.8 acres of the site will be excluded from mining. The Project will also add the authority to install and operate an asphalt batch plant at the site on an as needed basis. A portable crushing and screening rock plant will be located as near as practical to the working face of the quarry to minimize equipment movement/dust emissions. The Project will result in permanent impacts to 39.4 acres of desert tortoise (Gopherus agasizii) and Mohave ground suirrel (Xerospermophilus mohavensis) habitat. The project is expected to result in incidental take of desert tortoise and Mohave ground squirrel, which are designated as a threatened species under the California Endangered Species Act. The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.
