The Programmatic EIR for the proposed Rule 214.2 applies to approx. 1,242 miles of existing unpaved public roads located throughout Imperial County. The rule's purpose is to establish a recognized procedure for quantifying and certifying emission reductions for the voluntary paving of unpaved public roads, and issuing the resulting Paving Emission Reduction Credits (PERC) certified. Rule 214.2 provides a standardized and recognized banking system for the banking of emissions resulting from the paving of unpaved public roads.
