The project is the adoption of proposed Rule 214.2 - Paving Unpaved Public Roads Emission Reduction Credits (PERC's). The objectives of the adoption of proposed Rule 214.2 are to codify a District procedure to create PERCs in a way making their application both locally and federally enforceable, and to allow PM10 emission reductions generated by paving unpaved public roads to be used as offsets for specifically identified permit applications for new or modified stationery sources subject to New Source Review requirements.
