Document Description
DTSC has issued an Emergency Permit to Beale AFB to treat hazardous waste by open detonation. The items to be treated are one M18 Smoke Grenade and any additional, similar items that may be discovered during the effective duration of the emergency permit. The smoke grenade was brought to a nearby Fire Station in Grass Valley by a private citizen and was recovered by the Beale Explosive Ordnance Disposal (EOD) Flight Team. The team has determined due to its condition, the item is considered unsafe to use and for shipment to a treatment facility.
The Emergency Permit is effective from Feb. 17, through May 17, 2015. Treatment will be scheduled depending on weather, logistics, and availability of personnel. The treatment activities will be conducted by qualified personnel from Beale AFB. The detonation will be performed on the Beale AFB Demolition Range.
Beale AFB does not have a permit for treatment of hazardous waste at this location. DTSC has determined that due to an imminent and substantial endangerment to human health an emergency permit should be issued. The item is a potential safety hazard and presents an unacceptable risk for continued storage. There is no alternative treatment available.
